First public-private partnership in Romania


The Romanian government has embarked on a plan to overhaul the energy sector with the aim of reducing energy losses and polluting emissions. Romania's total energy consumed/GDP ratio is at least three times higher than the European average. A large part of this energy is consumed by heating networks but also by electricity production equipment. Dalkia has been active in the country since 1992 and is the sole private

operator of a district heating network in this market. Dalkia in Romania signed a partnership agreement with the European Bank for Reconstruction and Development (EBRD). It involves installing equipment to deliver energy savings and renovating existing installations in the heat production and distribution network for the town of Ploiesti, serving 165,000 people.
