Heating network for the city of Tallinn

Modernize, upgrade and expand a network under competitive market conditions

Challenge

Heating networks are used to heat the homes of some 60% of the population of Estonia. The energy market opened up to the private sector after the country became independent and Dalkia subsequently decided to take positions in Estonia in 1999 by acquiring Eraküte. This company grew very quickly in response to the privatization movement by acquiring district heating networks in the towns of Tartu, Rapla, Haapsalu, Valga, Keuka, Jogeva and Pulva.

In 2001, Eraküte won its first long-term concession contract (30 years) with the city of Maardu. In 2002, through its subsidiary Tallinna Küte, Dalkia won the district heating network contract for the capital, Tallinn, for a period of 30 years. This network covers the heating needs of 72% of Tallinn's residents. It is 410 km long and is Estonia's largest network.
